Dog Training Questions

Susan asks…Should there be a law or ban on dogs at PUBLIC events?What are your views on people bringing there un-controllable, aggressive, hyper, un-trained dogs to a public event? I was just at the 4th of July celebration in Duluth, MN and there was a festival downtown. I paid good money to park, and see sights and relax. Only to have me and my family get barked, lunged, and snapped at by some badly behaved large breed mutts. There owners having them on long tethers, and not doing ANYTHING
