Would a "shock collar" help?

Cait Rowe Asked: Would a "shock collar" help?I have a 5yr beagle, and I know that beagles shouldn't be left out by there selfs because of them tracking scents ect. but my dog can't even be off a chain or leash with out him trying to run off, so Im thinking about trying to train him with a shock collar, to stay in our yard. Do you think this would work? I wouldn't leave him un attended I just want him to get more excerise and I want to spend more time with him (: I
